Does CertFun Replace Books, Courses, or Training Programs?

No. The two were never built to do the same job, so one cannot stand in for the other. Your books, your course, or a formal training program is where a syllabus gets taught; CertFun is only ever the rehearsal that comes after — the place you put that teaching under exam pressure to see how much of it holds.
